Coronado Lane Seal Coating July 10-12, 2017 Commencing 7am

Neighbors,

By now you are aware the seal coating is not proceeding per the schedule. This is the plan as best I can convey it.

The East half of the South side received the first seal coat yesterday. This first coat will be completed on South side this morning. As soon as dry, the second coat will be applied. Once second coat is applied, drying time will dictate when cars can transit. The foreman estimates that the South side will be open later this (Tuesday) afternoon. The foreman will call me when the South side is open and I will send out an email to everyone on the road. As long as the South side is closed, the North side will be open to traffic.

When they open the South side, estimated at later today, they will start work on the North side. The second coat may not be applied until early Wednesday morning.I will keep you updated.

 With the likelihood we’ve seen the last of the rain for a while, Huizenga Enterprises has targeted Monday, July 10 to begin seal coating the road. They plan is to pressure wash the road over the preceding weekend but that will not impact road closure. Richard Huizenga assumed in his bid that there would be a full road closure but having received strong objection from many of you, I agreed to an alternative that would close half the road at a time. This has the effect of extending the duration of the project and incurring an additional $660 in expense. The road committee accepted this change and has told Huizenga Enterprises to proceed.

It is best for everyone to make arrangements to park on Lewis or Coronado Avenues.
 
Richard Huizenga recommends you do not park anywhere near the project site as the seal coating material can be blown by the wind
 
Survey Markers. If you have survey markers that you want to protect, cover them with masking tape before Monday, July 10.

Urgent! Snow Management Proposal and Road Project Update: March 10, 2017

To the Neighbors and users of Coronado Lane

On March 15 at 6:30, the Coronado Heights HOA will hold its Annual Meeting. I encourage all of you, members of the HOA and our neighbors on the South side of the Lane, to attend.

Road Maintenance

Whatcom Builders completed the first phase of the project to repair Coronado Lane. The seal coating cannot be done until the road surface is thoroughly dry and the ambient temperature is well into the high 50’s. Richard Huizenga, Whatcom Builders’ subcontractor, projects this will be late May or June. We will give you advance notice as this will likely be at least a two day operation with one lane open to traffic and the other side closed.

The road maintenance project currently has $15,382 in the bank for the road sealing work. After the work is completed, all remaining funds will be returned to the contributors. Based on the current forecast, there will be about $250.00 returned to each household that fully contributed.

The Board has appointed Dick Winship, Jerry Whitten and myself to the Coronado Lane Road Committee. One of us will be “on duty” to observe conditions, confirm vendor performance and be available to answer questions.

Snow Management

We need to plan for next year’s snow management. After consulting with Dick Winchip on the Snow Management Committee, I intend to make a motion to assess the members of the HOA residing on the North side $200 each for the snow season 2017/2018. By this email, I am also asking for those on the South side to voluntarily contribute the same amount. Our intent is have this money collected and segregated for this exclusive use next winter. Attempting to raise adequate funds during the snow season is too late. Under the current CC&Rs, a majority of those members present may vote and pass this motion including those who live on Lewis and Columbus with no financial interest. I didn’t sense much empathy from them regarding our safety and intent to protect our property at the Special Meeting, so, again, I encourage you to attend the Annual Meeting or give us your proxy.

Some additional points

We have a snow management contract in effect with Preservative Services (PS). It was executed on February 25 and expires on April 1, 2017. Assuming we have adequate funding approved at the meeting, Preservative Services and the HOA will enter into another contract for the 2017/2018 snow season which will run November 1, 2017 to April 1, 2018.

Under the current contract and the money raised through the petition, Preservative Services made four visits during the last series of storms. They plowed twice and applied 700 pounds of ice melt over several visits. This last series of storms and PS’s response have consumed almost all of the money authorized in the petition. We have about $150 remaining and no means to pay PS, if we have another series of snow falls. Perhaps the season is over. Who can predict the weather?

To avoid the nail biting next season, we are asking for $200 per parcel to be banked for Coronado Lane snow management. If it isn’t used, it will be held over for the next season. At next year’s Annual Meeting, we will ask for another funding, unless there is sufficient unused money from ’17/’18, to insure we have adequate money to enter the next season and pay for services.
